Abstract: This paper studies the effects of interest rate, endowed state-asset, tax rate and profit-retention rate on the productive efficiency in an enterprise under soft budget constraints. We find that the policy effects on productive efficiency hinge on the internal incentive mechanism in the enterprise. We give a counter-intuitive example that reveals that, the reform policies implemented for improving the enterprise's productivity may bring anti-expected results.JEL classification: E6; L2; O4; P2
